BANDUNG || Komisi 5 DPRD Provinsi Jawa Barat (Jabar) mendorong audit secara menyeluruh pelaksanaan penerimaan peserta didik baru (PPDB) 2023. Audit itu direkomendasikan karena adanya temuan berbagai indikasi pelanggaran atau kecurangan dalam pelaksanaan PPDB.
Wakil Ketua Komisi 5 DPRD Jabar Abdul Hadi Wijaya mengatakan, indikasi kecurangan dan pelanggaran dalam PPDB itu berdasarkan temuan di lapangan. “Pelanggaran yang ditemukan dalam seleksi PPDB di Jawa Barat dilakukan mulai dari prapelaksanaan, ketika proses pelaksanaan, sampai pada pascapelaksanaan,” kata Abdul Hadi, dalam keterangan tertulisnya.
Bentuk indikasi pelanggaran atau kecurangan itu disebut, antara lain, praktik manipulasi data pendaftar PPDB dengan mengubah alamat domisili di kartu keluarga (KK) agar dekat dengan sekolah tujuan. Selain itu, memalsukan surat keterangan tidak mampu, praktik titipan melalui oknum tertentu, rekayasa rombongan belajar (rombel) dan praktik spelling, hingga adanya dugaan praktik KKN atau suap.
Berbagai indikasi kecurangan itu menjadi sorotan dalam Rapat Kerja (Raker) Komisi 5 DPRD Jabar dengan agenda evaluasi pelaksanaan PPDB 2023. Rapat kerja yang digelar di Gedung DPRD Jabar, Kota Bandung, pada Senin (31/7/2023) itu melibatkan berbagai elemen pendidikan di Jabar.
Selain pimpinan dan anggota Komisi 5 DPRD Jabar, rapat kerja itu diikuti pihak Dinas Pendidikan, Cabang Dinas Pendidikan, Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil), Satgas Saber Pungli Jawa Barat, Komite Sekolah Provinsi Jabar, dan Dewan Pendidikan Provinsi Jabar.
Hadir juga perwakilan Persatuan Guru Republik Indonesia (PGRI) Provinsi Jabar, Forum Aksi Guru Indonesia (FAGI) Provinsi Jabar, Musyawarah Kerja Kepala Sekolah (MKKS) Provinsi Jabar, Forum Komunikasi dan Koordinasi Sekolah (FKKS), dan Forum Guru Bersertifikasi Sekolah Negeri (FGBSN) Jabar.
Ada juga perwakilan Forum Masyarakat Peduli Pendidikan (FMPP) Jabar, Forum Orang Tua Siswa (Fortusis) Jabar, serta pakar pendidikan dari Universitas Pendidikan Indonesia (UPI) Prof Cecep Darmawan, dan para pemerhati pendidikan di Provinsi Jabar.
Menurut Abdul Hadi, berbagai modus kecurangan atau pelanggaran sering kali berulang dalam pelaksanaan PPDB, serta melibatkan oknum di institusi publik ataupun oknum masyarakat. “Akibatnya banyak pihak, khususnya siswa, yang dirugikan dari adanya praktik-praktik pelanggaran dari para oknum yang tidak bertanggung jawab tersebut,” ujar dia.
Abdul Hadi menilai, praktik-praktik kecurangan atau pelanggaran itu menjadi preseden buruk dalam pelaksanaan PPDB. Karena itu, kata dia, setelah mendengarkan berbagai pandangan, paparan, dan masukan saat Rapat Kerja Komisi 5 DPRD Jabar, salah satu rekomendasi utamanya adalah mendorong audit secara menyeluruh PPDB.
Audit direkomendasikan dilakukan mulai dari prapelaksanaan, ketika proses pelaksanaan, sampai pascapelaksanaan.
“Adapun rekomendasi secara komprehensif akan dibahas secara lebih lanjut dalam Rapat Komisi 5 DPRD Provinsi Jawa Barat yang akan dijadwalkan ke depan,” kata Abdul Hadi.
