Bey Machmudin Tandatangani UMK 2024 Kabupaten/Kota, Bekasi Tertinggi dan Banjar Terendah
KOTA BANDUNG || Penjabat Gubernur Jawa Barat Bey Machmudin telah menandatangani keputusan penetapan upah minimum kabupaten dan kota (UMK) tahun 2024.
Penetapan UMK 2024 Jabar tertuang dalam Keputusan Gubernur Jawa Barat Nomor: 561.7/Kep.804-Kesra/2023 tentang Upah Minimum Kabupaten/Kota di Jawa Barat Tahun 2024 tertanggal 30 November 2023.
“Sore ini saya sudah menandatangani Keputusan Gubernur terkait dengan UMK di Jawa Barat tahun 2024,” ujar Bey Machmudin di Gedung Sate Bandung, Kamis (30/11/2023).
Sebelumnya, Bey telah menerima perwakilan dari setiap organisasi dan serikat pekerja yang ingin menemuinya untuk menyampaikan aspirasi.
Bey menegaskan, UMK 2024 27 kabupaten dan kota ditetapkan berdasarkan PP Nomor 51 tahun 2023 tentang Perubahan atas Peraturan Pemerintah Nomor 36 tahun 2021 tentang Pengupahan.
“Tadi saya juga sudah menerima perwakilan serikat pekerja. Pakai PP 51 tahun 2023 itu yang menjadi dasar kami,” kata Bey.
Bey menyebut, terdapat 14 daerah yang merekomendasikan UMK tidak berdasarkan PP 51/2023. Ke – 14 daerah itu yakni Kota Bekasi, Cimahi, Depok, serta Kabupaten Karawang, Purwakarta, Subang, Bogor, Sukabumi, Cianjur, Garut, Bandung Barat, Sumedang, Bandung, Majalengka, dan Kabupaten Bandung.
Bagi daerah yang menetapkan UMK tidak berdasarkan PP 51, maka dilakukan koreksi dan disesuaikan perhitungannya sesuai ketentuan PP, yakni inflasi per September 2023 sebesar 2,35 persen dan indeks tertentu atau alfa dengan rentang 0,1 – 0,3.
Sisanya 13 daerah merekomendasikan besaran nilai UMK sesuai formulasi penyesuaian upah minimum, yaitu Kabupaten Bekasi, Indramayu, Cirebon, Kuningan, Tasikmalaya, Ciamis, Pangandaran. Lalu Kota Bogor, Sukabumi, Cirebon, Tasikmalaya, Banjar, dan Kota Bandung.
Bey menyebut, UMK tertinggi Kota Bekasi Rp5.343.430 naik Rp185.181,80 atau 3,59 persen dari tahun sebelumnya Rp5.158.248,20. Menyusul Kabupaten Karawang yang pada 2023 sebesar Rp5.176.179,07 dan pada 2024 naik Rp81.654,93 atau 1,58 persen jadi sebesar Rp. 5.257.834.
Sementara UMK terendah Kota Banjar Rp2.070.192, naik Rp72.072,95 atau 3,61 persen dari 2023 Rp1.998.119,05. Sedangkan Kota Bandung UMK 2024 sebesar Rp4.209.309, atau naik Rp160.846,31 atau 3,97 persen dari tahun 2023 Rp4.048.462,69.
Bey mengatakan UMK 2024 berlaku bagi pekerja dengan masa kerja kurang dari 1 tahun. Sementara pekerja dengan masa kerja kurang dari 1 tahun tapi memiliki kualifikasi tertentu yang disyaratkan dalam jabatan dapat diberikan upah lebih besar dari upah minimum.
Kebijakan upah minimum untuk pekerja dengan masa kerja di atas 1 tahun atau lebih, diberlakukan kebijakan Pengupahan Berbasis Produktivitas atau Kinerja dengan menggunakan instrumen Struktur Skala Upah (SUSU).
Bey berharap keputusan yang diambil diterima dan dipatuhi bersama. Ia pun tidak berharap ada aksi berlebihan dari pendemo.
“Karena sudah diputuskan, kita patuhi bersama dan memang hasil hari ini kami berusaha maksimal yang dilakukan hari ini. Sudah cukup bagi kami untuk menetapkan UMK hari ini,” kata Bey.
